hey i would say the best thing you can do if you've only got three weeks is to get a good guide like Bradt, choose a couple of destinations that you'd really like to go to and then just set of by taxi .On the other hand, if you really want to cram as much as you possibly can into the time, then you'll need a tour, or at least private transport.
